The neckline sets the frame
A necklace is never seen on its own. It is seen inside whatever shape your top makes, and that shape is doing at least half the work. The same pendant can look considered on a V neck and awkward on a crew neck, and nothing about the necklace has changed.

Working through the common necklines
V necks and open collars are the easiest. A pendant hanging inside the opening, at a length that sits above the deepest point of the V, follows the line and looks intentional. If the V is deep, a longer pendant works. Avoid a choker here, because it floats disconnected above the opening with a gap of bare skin between.
Crew necks and t-shirts want the opposite approach. The neckline is high and round, so a shorter necklace that sits above the fabric edge reads cleanly against skin. A collar, a choker or a short beaded strand all work. A long pendant on a crew neck lands flat on the fabric and tends to look lost.
Scoop and boat necks give you a wide, shallow opening, and they suit shorter, wider pieces that echo the horizontal line. A collar or a station necklace works well.
Turtlenecks and high necks are a surface, not a frame. Longer chains work best, because they have room to hang, and this is the one neckline where a genuinely long or layered chain looks best. Texture reads more than detail here, so a chunky or flat chain beats a fine one with a small pendant.
Button-down shirts depend on the buttons. One undone makes a crew neck, two makes a V.

Strapless, wide and complicated necklines
Strapless and off-shoulder tops give you the most bare skin and therefore the most freedom, but they also remove all the framing. A single fine chain on a strapless top can look like an afterthought.

Collared and high-collared shirts benefit from a necklace worn over the collar rather than tucked under it, which sounds obvious but changes the look significantly.
And the general escape route for any neckline you cannot solve: skip the necklace and put the emphasis on earrings. A bare neckline with strong earrings always reads as a choice. A necklace fighting a neckline reads as a mistake.
